Kontera is not very strict about the traffic you have, if you have good cotent and decent traffic they will accpet you as a publisher. Once you are accepted you can add additional sites easily, in this case they dont bother about traffic (so far my experience). You have to send an email if you want to add new sites to your account, they will take around one week to send the new tags to you. This is must because the content link codes vary for each site.
Like Adsense competitive ad filter kontera also allows you to block up to 250 advertiser URLs, you have to contact your Account Manager at kontera for this.
Payments are made through checks and the minimum amount is $100, you can request to send the payments through PayPal, I am receiving through paypal.
