Yahoo Buzz launched in February in beta with some high profile sites and later expanded to some other sites. But it never allowed small publishers in to the program. I myself applied to the program when it was launched, but never heard back from them. Today after more than 4 months since i applied i received a mail from Yahoo Buzz team. No they are not accepting at the moment but atleast they are acknowledging they have received the request and will soon expand the program.

It took 4 months to acknowledge the requests so you may expect how long it will take for them to allow small publishers.
Some publishers who are in to the program have already seen spikes of traffic. Yahoo Buzz overtook Digg in April.
