Suggest more recipients feature is useful if you send emails often to a group of users like your family members or coworkers, if you forget to include their address in recipients list this feature will remind you to include them.

This works after entering atleast two names in to the address list. In order to work properly you need to be sending group emails. Go to settings, Labs tab to enable this feature. [Via Gmail Blog]
