This is a major update to the platform after Facebook acquired it, the video support is rumored from quite some time and finally yesterday they announced. Along with video on Instagram the core apps on iOS and Android are updated with new feature set.
According to Instagram blog, they added 13 new filters especially for video. After updating the apps when you launch the app you will see a movie camera icon, click that icon to launch video. The video is not unlimited like many apps it is restricted to short length.
