Google sites is now available for all users, earlier it was open to only Google Apps users. Any one can create web pages using Google sites. It provides a WYSYWIG editor to create pages. The number of pages you can create is unlimited. The URLs of the sites you create look like this. http://sites.google.com/site/[YourSiteName]/
I had tried it on my Apps account.
how is this different from page creator..any bandwidth limits??
